If you are not able to find Twitter APIs or not getting them approved, you can choose to build it as a chrome plugin. The plugin should be activated while visiting a thread and the user should be able to unroll/bookmark a tweet thread. The plugin should have a login mechanism so that the saved tweets can be retrieved later.
